In charge of organising betting on horseraces in France, the PMU is an economic interest group composed of 51 racing authorities.
Management Committee
The PMU is headed by a Management Committee in charge of each of the company’s areas of activity. The strategic decisions are subject to approval at the Annual General Meeting, attended by each of the economic interest group’s 51 members.
Prime mission: to develop betting
The PMU commercially markets betting on horseraces throughout the French territory. Every day of the year, it offers its customers a wide range of betting options and related services, while also providing all of the information needed for betting.
Economic Interest Group status
The PMU is an economic interest group (GIE) composed of 51 racing authorities, all non-profit associations. Two of them are, moreover, in charge of regulating and supplying prize money for the races, each in their own discipline: France Galop, where flat and jump races are concerned; and Société d’Encouragement du Cheval Français where trotting racing is concerned.
Two supervisory ministries
The PMU operates under the supervision of two ministries: the Ministry of Agriculture and Fisheries and the Ministry of Budget and Public Accounts. Furthermore, the Ministry of the Interior issues the permits required for the opening of a new sales outlet.
Annual General Meeting
The Annual General Meeting of the PMU brings together representatives of the 51 racing authorities which are members of the GIE. The meeting approves the accounts and decides upon the provisional budget of the group. Every four years, the AGM nominates the Chairman of the PMU, and upon the proposition of the latter, the Managing Director. These nominations are approved by the Ministers of Agriculture and of the Budget. At the PMU’s Annual General Meeting on 9 April 2009, Philippe Germond was voted Chairman and Chief Executive of the PMU, further to the proposal of the two top racing authorities, France Galop and Société d’Encouragement à l’Elevage du Cheval Français.
